P182646/F – Courtlands Farm, Winforton, Hereford HR3 6EA: Proposed all weather riding arena

The following comments are submitted on behalf of Eardisley Group Parish Council:

This application was considered by the Planning Group of Eardisley Group Parish Council who asked me to forward the following response:

“The proposed all-weather riding arena was previously approved with conditions (P132473F), one of which prevented the use of artificial lighting. On the basis the arena is intended for personal rather than commercial use and assuming previous conditions relating to lighting remain in place, the Parish Council supports this revised proposal. Use of artificial / night-time lighting for the facility would not be acceptable.”

Following further feedback from councillors on the above application, a second submission was sent by email to Herefordshire Council on 22.08.2018, as follows:

“Hello Adam

Regarding the above application, I already sent in comments on behalf of EGPC, but have subsequently been given additional feedback, which is quite pertinent, so I would be grateful if this could be added? It doesn’t change the overall view of EGPC that the application should be supported so long as certain clarifications are made.

The original points still stand:
1) No artificial lighting should be included as part of the design
2) The ménage/arena should be for private, rather than commercial use

Additional points raised are:
3) Courtlands residents already have concerns about traffic speed in and around the area; signage should be appropriate if additional volume of traffic is anticipated.
4) No mention is made regarding materials to be used for the surface – other recent applications were specific in respect of materials to be used, e.g. 174344 Great Oak House Eardisley and 174163 Parsonage Farm Eardisley. A condition that both under-surface and topping are adhered to in construction would be desirable.
5) Number 12 on the application form says there are no surface water implications in the construction of this manage. However, recent ménage applications (as above) acknowledged the need for provision for run-off being made. As there are houses around the Courtlands site, and an area of field is being covered, it is desirable this application should be required to make provisions for surface water management, as well as conditions for their being met in the decision report.”

“Provided future use of the building remains agricultural, the Parish Council supports the proposal to replace the existing barn with an upgraded facility.”

The following comments are submitted on behalf of Eardisley Group Parish Council:

“Provided the cubic capacity for the proposed extension is within the permitted size vis a vis the existing structure, the Parish Council is supportive of the above application.”
