3 MINUTES OF PREVIOUS MEETING: – The Minutes were agreed and signed by the Chairman, as a true record.
4 Report from Cllr Clive Skelton: –
Nothing much to report as HC very quiet in August; very little going on because of holidays.
Sale of small-holdings – agents appointed but no further news. Probability of 6 month extension for some tenants?
Resurfacing of A4111? Many resident complaints about the poor state of the main road through Eardisley, noise of lorries with pot-holes and loose manhole covers. Cllr Skelton will continue to press HC.
5 PUBLIC PARTICIPATION PERIOD:-
Roger Burrage gave a Traffic and Highways report – see attached sheet.

6. WORKING GROUP REPORTS
HIGHWAYS – see agenda item 5
PLANNING – Nothing to report
FINANCE – meeting arranged for next week
7 KINGTON SURGERY – letter from Malcolm Sampson–Practice Manager who was unable to attend the meeting. 2 more doctors have been recruited plus another advanced nurse practitioner.
8 WINFORTON PREACHING CROSS – Information from John Warne
It is owned by Hereford Council and they are responsible for its upkeep. Not an ancient monument but it is grade 2 listed – any work would require listed building consent.
Mr K Goodman will follow it up.
9 WINFORTON NOTICE-BOARD – refurbishment required. Mr T Morgan will have a look at it to assess what needs to be done.
10 MOBILE & BROADBAND SIGNAL – AL
11 WHITNEY-on-WYE COMMUNITY LIBRARY – The Clerk reported that the project has been signed off by ‘Awards for All’
12 SANDBAGS – The Clerk reported that 150 empty sandbags have been ordered from HC/BBLP
It was AGREED that the storage/pick-up points will be Mr A Watkins – Whitney-on-Wye, Mr K Goodman – Winforton and the Fire-Station, Eardisley

13 FINANCE: – The Clerk gave the report from Grant Thornton, external auditor.
PC authorised payments explanation from Clerk – any payments must be shown as an agenda item and require authorization by a quorate PC at a PC meeting
